Under the general direction of the Chief Administrative Officer, the General Manager of Community Infrastructure will provide leadership and strategic direction to ensure that community infrastructure is effectively operated, maintained, and renewed, achieving long-term service objectives. You will foster a forward-thinking and collaborative Department that embraces modernization, innovation, and excellence while leading impactful changes to service delivery and enhancements. The role will involve overseeing key services, including Engineering Services, Linear Infrastructure Services, Water and Wastewater Treatment and Compliance Services, and Environmental Services, ensuring all services are delivered at Council-approved levels for the community. As a member of the Executive Leadership Team, you will contribute to organizational leadership, model positive behaviors, and shape decisions that promote a collaborative work environment in alignment with Council’s strategic priorities and the organization’s mission, vision, and values. You will also serve as the principal liaison with the CAO and Council on operational matters, offer policy recommendations, ensure compliance with relevant legislation, monitor budgets, and report on performance. Through effective employee management, staff development, and fostering relationships with labour partners, you will enhance the organization’s ability to be an employer of choice and contribute to the community’s development.
The ideal candidate will hold a university degree along with a P.Eng designation or an equivalent qualification from a recognized institution with Canadian accreditation. They will also demonstrate a strong commitment to ongoing professional development through continued educational initiatives to enhance and update their competencies. With a minimum of ten (10) years of senior-level experience managing large, unionized, and highly diversified public or private sector organizations, including at least four (4) years of experience in managing infrastructure services, you will bring expertise in CGS priorities, municipal government operations, intergovernmental relations, and applicable legislation. You will possess in-depth knowledge of current and emerging trends and best practices related to Community Infrastructure, as well as the ability to navigate horizontal linkages between governmental levels, services, and the private sector. With strong strategic planning, issue resolution, and decision-making skills, you will foster a work environment focused on service excellence, innovation, and collaboration, modeling values of respect, integrity, fairness, and compassion.
